All Might still has his powers so I would guess this probably takes place before the school has even started in the main series. Who knows tho maybe they'll be introduced to show off that you don't need to be a hero to do good or something like that. |

They could very well become heroes at the end for some reason or just stay as they are for years to come and become better at using their skills, thus becoming relevant later on. I mean, if villains can become powerful without proper hero training, they can too |
