I think the animation is pretty good in all aspects, people here at MAL really seem to hate loose animation (and saggy boobs).

Episode one had some truly aweful animation but since then it's really improved as the season's gone on. The art style really suits the show so Deen get away with it to some degree.

Other aspects of the show make up for any shortcommings in the animation.

The thing is that people aren't complaining about the animation. They rarely do. They're complaining about the art. Most things that are called as good animation/art are things that are extremely gif-able or with beautiful screenshots, rather than good animation itself. It's the same complaint that people have with Mob Psycho.

As for the boob complaints, I find them hilarious as it makes it painfully clear that many who complain about the sag or bounce have never seen a real life bra-less set of big tiddy (outside of fake pornstar ones). Minus the actual inconsistencies in a few areas and a bit of mega-flopping, Konosuba's boobs are actually really close to real, shoulder-breaking boobs.

Going off model is what makes movement and expressions feel more fluid. If you ask any animator they will tell you that staying on model at all time hurts the animation quality. The comedy works better this way and it is simply idiotic to say it is poorly animated when it has some of the best animation of the season.
