Generally, genres aren't listed in a series unless they play a prominent role. Although this show has it's humorous moments, the majority of it focuses on action.

Sort of similar to how Re:Zero has a harem, but doesn't have the harem genre listed because only one episode consisted entirely of girls going after the MC.

It is a comedy. It's a spoof of the action genre. The action isn't played straight like an actual action show
