Gintama has some of the best and most unique characters in a show.

Seconding Gintama and adding Baccano, Durarara, Kuroshitsuji and Pandora Hearts.
The only thing you can rely on is that you can't rely on anything.

For really great characters I liked:

Senjou no Valkyria: Gallian Chronicles (or Valkyria Chronicals)

Seirei no Moribito (really great characters that flow well together)

Natsume Yuujinchou (you really get to know the main character and all the other characters that support or don't support him)

If you want a movie try
Howls moving castle (I loved and fell in love with the characters)

These suggestions I gave are purely on character basis. The stories are good too, but the characters are what really made these anime.

I'll go with Kuroko no Basket, Berserk, One Piece and Kuragehime, because, although they might have stereotypical characters the personifications are pretty well done in my opinion.

LOGH, easily. Possibly followed by Monster.

I wouldn't even consider most shows under 30 episodes because to have a decent sized cast and develop it fully you just need a certain minimum of time.

Aesthetic value can be recognized or experienced, but it cannot be conveyed to those who are incapable of grasping its sensations and perceptions. To quarrel on its behalf is always a blunder.

I think it's an anime of some sort... - Captain Obvious

jokes, I really couldn't say. I've only watched a bit of episode 1 and didn't really like it, but apparently it's really good.

A six-episode acid trip in which you will find the meaning of life, love, and what it truly means to grow up.

It's a masterpiece of an anime. One of the greatest coming of age stories ever told. It has a lot of hidden meanings and metaphors behind the randomness and craziness it has on the surface, but actually it's deep and has a lot of meaning. I definitely recommend it. At least try the first episode, you won't be disappointed.

Hmm best cast of characters?

I rather love all members of K-On! but it's hardly diverse or exceptional. I suppose I'll say K-On! of the anime I've seen.
