Who should Takashi choose as his love interest? Rei or Saeko?

When I re-read the manga, it seemed more like Rei pushing Takashi away by taking her Shidou hatred out on him whenever he tried to comfort her, and then getting disappointed that he wasn't spending enough time with her...
