Can our Misaka ~Sama beat the otehr level 5's (aside from 1 and 2)

Can Misaka Mikoto beat
1) Mugino Shizuri -heard she got a lot stronger in the Light Novels
2) Misaki Shokouhou - I honestly think she can
3) number 6- let's not include this
4) Sogita Gunha - I mean yes he did reflected Mikoto's level 6 lightning without breaking a sweat.

Please explain the reasoning why she can/ can't beat them.. I've read somewhere she is the weakest level 5 or second weakes above Misakai and not inlcuding number 6 yet) is this true?

1) It was quite some time since i read the volume with "new" Mugino appearing in NT,
but my impression wasn't that she got any stronger. It was something like using her meltdowner for making an arm and an eye if i remember correctly. So with the outcome of their battle still think that Mikoto will win, and considering that she was at disadvantage there.
2) Pretty sure she can as an 1 on 1 and even if it's not.

4) For that haven't you read To aru jihanki no fanfare. There is something like battle between them and the outcome is quite interesting.

I'm not mentioning her 5.3 state and plus it wasn't finished, so if it will be confirmed as the event during Daihaseisai and she can somehow use it considering how volume 13 LN ended (at keast i hope so) then she probably can at least try fighting Kakine or even Accel.
