Sounds like a pretty conventional topic and its pretty subjective I suppose, but I thought it was interesting none the less. I think part of this question involves not only the songs themselves but how they are used within the context of the videogames they are in that's very important to me anyway.

In the grand scope of things I haven't played THAT many videogames , maybe beaten about 30 or so , maybe played in some form around 100 ?

Coming first by a huge landslide is Xenoblade Chronicles, all the music was absolutely amazing. I loved so many of the songs I added many to my phone immediately, you can tell how much work went into all of these songs just by listening to them. And then you have to add that most of the songs go really well with the specific environments they are tailored to! My favorite is probably satoryl marsh (night) where the song is as elegant and beautiful as the environment.. or Mechonis Field theme is amazing, mixes really well with the exotic foreign mechanical environment as opposed to all the organic environments you have been in previously in the game. .

2nd is actually fallout 3 haha. I had no idea I liked such old classsic songs but damn they were so catchy, I would just be randomly whistling songs to myself while out doing errands or biking around my college (I played the game first in my 1st year of college) . And the way these catchy upbeat songs clash with the violent harsh fallout world worked strangly well for me.

I guess this may seem generic, and this is simply due to enjoyment over anything else, but I love the soundtrack to Final Fantasy 6. I also enjoy the soundtrack to Earthbound.

Definitely not. ALTTP's soundtrack was better than OOT's anyway.

If visual novels count, my order would be:

1. Umineko no Naku Koro ni. I've seen a lot of people get interested in and even read the VN solely because they heard the OST somewhere. One of the few things out there with a soundtrack of over 100 songs where 80% of them are memorable in some way.

2. Vindictus. The music almost always goes perfectly with the boss fights and in my opinion, is one of the strongest aspects of the game.

3. Armored Core: For Answer. AC always has a unique style to its music that I don't see in other games and yet it's usually so catchy. Goes perfectly with a tense mech battle.

I'd definitely put Vindictus and Umineko in the top because it's impossible for me to even pick out a song that's my favorite or that I'd use as the poster child because there's just too many amazing songs to choose from.

Jun Chikuma was involved in a lot of the series, but this game's OST really stood out. You ask someone what they liked most about Bomberman Hero and they'll say the soundtrack every time.
Now you're wondering if there's white text in any of my other posts.

Over there, I'm everywhere. I know that.

the level of genius in this soundtrack is the reason it is the only soundtrack I own a physical copy of. Seriously, I don't really believe Nobuo did this soundtrack all by himself. It's too consistent, has a strong theme, and there's just this sense of quality from it that the other soundtracks in the ENTIRE franchise doesn't have (well, bar FFXII which is probably better in some respects)

That said I'm seriously considering Etrian Odyssey for my new favourite series cause the music they made for the 3DS is just godly.

Chrono Trigger
Secret of Mana
Diablo
Legend of Zelda
Elder Scrolls (Jeremy soule)
Dragon Quest (Can't remember which ones)
Earthbound
Final Fantasy (Yet again can't remember which ones)

(Honestly there are a lot more , however I just named some memorable ones that I could think of now. Honestly almost every game has a least ONE good song. Some just have A LOT of good songs. Was unsure of which Dragon Quest's and which Final Fantasy's I am thinking about simply because I haven't played the games in years)

I've played so many games, so many genres that I find it hard to really point out one as the best. But I do agree with some of the examples given here, I think Chrono Trigger's soundtrack was absolutely fantastic. The theme from the final scene of the game (To Far Away Times) was apparently composed when Yasunori Mitsuda heard it in a dream one night.

Funny, you mentioned Fallout 3, OP. I think Fallout's orchestra music was very well done too, especially the iconic main menu theme.

And looks like Fallout 4 will be borrowing a bit of 3's theme as well while also mixing in a bit of the New Vegas theme as well. I think it's wonderful.

I don't usually give much attention to soundtracks, instead opting to let them play and increase the mood in which case I usually forget them soon. The ones that I did manage to keep in mind purely from playing the game would be Skyrim (Dovahkiin/Sovngarde, Tale of the Tongues, Age of Oppression/Aggression, Ragnar the Red and One they Fear), Ace Attorney (Pressing Pursuit - Apollo Justice and Examination ~ Moderate - Phoenix Wright), Final Fantasy (Victory Fanfare - all, Blinded by Light - XIII and Lightning's Theme - XIII), Metal Gear Solid (Encounter - 1) and Persona 4 (Aria of the Soul, Reach Out to the Truth, Border of Insanity, Who's There, Castle, I'll Face Myself, Heartbeat Heartbreak, Traumerei, Long Way and Never More).

Persona has more soundtracks/songs because the copy I bought came with the soundtrack disk, so I've actually listened to just the soundtracks and enjoy them a lot. Also, I didn't play FFXIII, but heard the soundtracks from a Youtube Let's Play I partly watched a few years ago. Out of all these, if I were to pick a favorite, I can't, so here's a list:
Tale of the Tongues
Dovahkiin/Sovngarde
Traumerei
Heartbeat, Heartbreak
Pressing Pursuit
I'd say those 5 are my top 5 from them.

I don't know why but the main theme of Professor Layton always stuck in my mind. However I've always liked Zelda (Main theme), Halo (One Final Effort), Final Fantasy, Mario (Especially Super Mario 64 and Super Mario Galaxy 1 and 2 themes), Kingdom Hearts, Monster Hunter (I liked White Fatalis theme), Metal Gear Solid, Shadow of the Colossus and Chrono Trigger themes, probably for me the best theme was Zelda Main Theme.
