the animation quality has been quickly dropping as of late, so I wouldn't be surprised if the small budget thing were true. it's kind of a shame, since I thought some of the earlier episodes of the season looked pretty good by SHAFT standards.

Nobody knows. Shaft shouldn't have a busy scheduled, so clearly something in the production backfired.
