Why are they just making OVA's? Why not an Anime?

Are you referring to the actual Japanese airing, or the dvds that came afterward?
While I am not an expert on Japanese TV anime(What broadcasting networks there are and how they function/pick anime I.E. kids shows, seinen etc.) I do know that the AT-X I believe is the name is the only channel that broadcasts R+ rated anime(With no censors that is). Or perhaps the only uncensored channel. The ability for this sole channel alone limits the viewers capable of being exposed to the anime, let alone limits the popularity in wanting to buy Blu-Rays if not to see the uncensored version. I would think they would want as much ad revenue on TV as possible, and to generate a strong need to buy the uncensored version.

I'm fine with this; although I would have preferred a 10+ episode OVA series instead of just 2. Either way it's nice to see Queen's Blade again. Last season wasn't as good as the other two.
