This is not necessarily the case. A character does not need to change completely to be deemed as character development. Even something as simple and plain as the character learning something new and applying it or becoming slightly more sympathetic, basically whatever personality growth or change can be passed as development.

Again, as with Ckan's post character development can simply be a measure of character depth and complexity of characterization which is slowly unraveled throughout the show, and not necessarily even have anything to do with personality or characterization change.

I refer character development mostly like mental growing up of some kind. As in many examples before, a character growing from a cry-baby to something better is a character development.

The physical transformation isn't.
Getting some magical/mystical power isn't, exept it usually make character to grow mentally too.

You're welcome to read "Oyasumi Punpun". Notice how chapter's one punpun is not the same as chapter one hundred's. The mental changes that occurred to this characters between those two moments in the story is what we refer to as " character development ". In this case it's perfectly done, it's believable. In some other cases, it may be an outright asspull as you may have read in Naruto ( no examples needed ) or it may simply be non-existent ( SAO as a perfect example )

Character development is entirely psychological. It's when a character's mentality changes, not their outer appearance, not their relationships, and not their abilities.

Backdrop/Flash backs are something completely different, it's character fleshing out. It's used to establish why a character is who they are and helps to allow the audience to get to know them better, it has nothing to do with development but it's just as important.

Showing different sides to a personality is also not development, that is also fleshing out. It's once again, used to allow the audience to get to know the character better. A character becoming sad or getting angry isn't development, only if it effects their mentality all together from that point on.

Development is simply a change from the established personality into something else, preferably done naturally, otherwise it may feel like character rewrite, which is when a character's personality changes all together without any logical reason to it.

A character starting as a war hero but slowly getting his mentality pressured and stressed out by all the people he lead to their deaths and becoming more against war as his life went on would be an example of character development. A character learning the shocking truth about something they got themselves into and getting sad over it by itself is not development but simply adding a new dimension to the character's personality(Thus they would question their mentalities and go from 1-dimensional to 2-dimensional), but that's a whole other topic all together.
