Fanservice is not needed in anime at all, and I found it irritating most of the time, but fanservice is one of the key components to gathering audience.
Very, very rarely I can tolerate fanservice, but the 9999999th lady with tripleDs wearing (or sometimes, not wearing...) a bra is too much for me.
I'd rather focus more on the actual story than some character's dirtypillows.

I really dislike hentai, and I avoid ecchi whenever possible. This manga stayed on my "plan to watch" list for a while, before I finally picked in up and finished 144 chapter in one day (actually, two days, because I finished long after midnight).
Is there a lot of ecchi in Kangoku Gakuen? Yes, unfortunately. BUT! Bigger half of it is made into a joke or something funny, and so it doesn't feel like straight fanservice.
The second half of ecchi is so overboard and unrealistic that I make a typical "WTF?!"-face and quickly forget about it. Example: a girl, who sweats all over her body, so much she creates a puddle of sweat under her.
Story:
You laugh 80% of the time, so what's more to say? There seems to be a plot, but that's in the backgorund. Comedy is a priority in this manga (along with ecchi).
Art:
I have a rule, anyone who draws better than me is good. I give 9/10, because I prefer some censorship. As I said before, I don't like ecchi. If ecchi was less visible and more up-to-your-imagination, this manga would be getting 10/10 from me.
Character:
Each character is unique. Each one is different. Some are more "normal" and some are really not "normal". They learn, experience life, change with time and screw up a lot, or maybe it's just that life is hard and usually against you.

So is it worth reading? If you cannot find anything truly funny, and you really want to laugh, yes.
So what about ecchi? You cannot get rid of it, but you can try to develop a magical eye, called "ecchi-no-mushi-gan", also knows as "ecchi-ignore eye".

DO NOT, (let me repeat:) DO NOT read this, if someone else may accidentally see the screen. This manga can be very easily identified as PORN, so the best is to have a wall behind you, if you're planning to read this. Also, make sure there's no window on that wall.

Some series needs fanservice because they're lacking in some key areas that makes a anime good. Not putting fanservice in a series series these days becomes a risk.
Fanservice to me is basically a back up plan. So if the story and characters doesn't interest the audience, maybe some panty shots and nude scenes would maintain the audience interest.

I consider Monogatari's dialogue to be kind of fanservice as well,so I can't imagine it without it.
On more serious note,I do not mind well-done fanservice if it is not overdone and anime does not suffer because of it or if it is not the main feature of the said title.
Fanservice sell merchandise, which is where the real money is. Anime, for the most party, is just an advertisement tool for Manga/Light Novels and licensed merchandising products.
Fanservice is something where your mileage may vary on (I'm fine with it up to a point), but no. It is not a necessity to an anime. In fact, we probably need an anime that doesn't have it. It's getting kind of tiring...
Cases where it works to the detriment are usually in the panty fighter genre, where the fanservice weighs down on the ability for us to take the female characters seriously, especially since a lot of them are action girls. Highschool of the Dead, High School DxD, and especially Master of Martial Hearts had this for me.
I watched Master of Martial Hearts for shits and giggles to see how bad it was.
