Some things that don't make sense to me

1. How are all these top-secret plans being leaked to high school girls who then gossip about it? Seems like every arc, Saten (the very definition of gossiping school girl) hears some weird rumour which leads to the plot of the arc.

2. Why was loli Mikoto in the hospital with Kihara Gensei? What is the context for that? And how can he just ask a 6 year old girl for her DNA? Like doesn't he need her parent's permission to do that (which brings up the questions of where Misuzu was during this time)?

3. How does a 14-year old middle schooler keep infiltrating all these secret labs and facilities (in every arc), destroying things with almost no repercussions? She's always involved in so much property damage and it's not like she wears a mask like Batman. Also it's almost like she was a trained spy with her infiltration and combat skills.

Some of the other young characters at least have some back story to it. The ITEMS members are hired mercenaries from a young age (or was experimented on, dealing with the underworld). Accelerator is clearly a psychopath that enjoys fighting and killing. The nuns and priests and others are part of secret church organizations dealing with espionage/magic/etc. Plus they try to conceal themselves or don't care since they're magicians and don't like in AC.

But Mikoto is a famous esper in the city and as far as we were shown, was just a normal school girl not part of any secret organizations (or any organization). Actually if Kuroko did all that, I'd understand it since she's part of Judgement.

1. There's a website about urban legend(which apparently most of it are true until now, but no one really know) on Academy City and Ruiko fan of it, apparently many schoolgirls are fans of that website. More over Ruiko saw the clone herself(when she said she just saw Mikoto somewhere).

2. That's not Gensei. But of course Mikoto's mom not on AC as Mikoto live at dorm. Mikoto was naive(of course, she was just 6 year old), she thought the DNA will be used for helping peoples.

3. Mikoto hacked all security camera and security robots, all electronic based security will be useless against Mikoto. They(especially that man) actually know who the infiltratrator based on how useless all electronic tools, that's why they hired ITEM to do the job.

There is no way Kuroko can do that as she is just part of judgement(judgement area only things that involving students while this clone problem are things that outside of school matter). Anti-skill however, blocked by Board of Direction to take any action or they didn't have any information about this matter because all of this clone thing are top secret.

You need pay attention to all little detail more.

1.You had one of the scientists who were part of the project trying to stop it.It isnt hard for her to start the rumors.And people have actually seen the clones which helps the rumor spread.

2.You are asking why Academy City didnt follow proper procedures?What they did to Misaka, steal her DNA, is just the tip of the iceberg.Also only the students live in the Academy City.Parents,guardians and the like arent allowed.That is why her mother and Touma's parents are only seen during the festival that allows outsiders.

3.What MShukyDeneuve said.Also her combat skills are from self defence lessons of Tokiwadai everything else is thanks to her powers and her good intelligence.

Item's members dont go that far back.But yes they have trained a bit.
Accelerator is a sociopath. He doesnt enjoy killing(he doesnt even realize that what he does to the Sisters is murder since he doesnt think of them as human) or hurting others thats is why he joined the project in the first place.After the Sister's arc he tries to adopt a "monster villain" in order to be better at his job, but later discards even that and goes for sure kill methods without the bullshiting he did with the Sisters, Misaka, Touma, Hound Dogs(first people he killed knowing it was murder),and the Skill Out during Misuzu's rescue..

AC doesnt care about Kuroko.They can just kill her and they dont need Item for that.Misaka is normal in only that she isnt part of any organization.Aside from that she is one of the most valuable and powerful espers in AC(that means the world) with a variety of applications for her powers.

Read this if you want to start the Fate/ series but don't know from where.

1. You don't know how Academy City works. Accel and GROUP found out about Dragon for God's sake, and that's top secret that even some of the Board of Directors members don't know of. The Dark Side of Academy City is a scary place, they could spread all the shit if they want to.

2. People can do whatever they want in Academy City. Sending your child there means you're prepared for anything's that's gonna happen to them. It's a school where the adults rule and the parents can't do anything about it. Only the student's consent matters. You saw people die there, Skillouts everywhere, yet no parent is complaining. Academy City also has strict security, you can't enter/leave the city whenever you want. Only in festival such as the Daihaseisai are parents allowed to enter.

3. Adults are weak against espers, they don't have powers, they can only rely on tools. That doesn't matter anyway because Misaka can just disable them. For her skills, that's the Power Curriculum Program for you. They develop their esper powers all the time, makes sense for a Level 5 to perform like that. Also, what she's involved in is top secret. If you're involved in that, do you want the news of a 14 year old infiltrating facilities to stop a project that involves cloning and basically feeding them to someone to reach the public? And she's a Level 5, so she's basically an important lab rat to Aleister.
