I can't find a direct video, but I've seen this stuff before. I did manage to find a quote from a magazine on Angel Beats though.
"Currently the script is done up to episode 10. PA Works will start working on the animation from September. Work on the BGM for the anime is progressing quite well too, by the time this magazine is released the recording for the theme song has probably already ended. Right I'm well aware of budgeting for the animations. The japanese use penciled animations and then everything afterward is put into computer. And with certain series depending on how many frames used in the animation per episode, the budgeting can be higher because of the higher usage of frames. And the whole "God" Knows" scene from Haruhi as you mentioned is a prime example.
Now, if that the case, then wouldn't it have been easier on the animators if they knew what the was
said in the dialogue in order to animate lip-syncing? I'm not saying lip-syncing is a huge issue for
every anime out there since most animes feature characters flapping mouths.
Also, I saw a couple of videos on Youtube as to where Vic Migogna (whether you think he sucks o not doesn't matter. Save it for another argument), mentioned how he went to Japan once to see a recording a Bamboo Blade, and would notice the actors in a room togethor watching storyboards and
not finished animations on a screen as they act their lines.
Now I'm not that I'm saying you are a liar for referring to that quote in the magazine you saw. I'm pretty sure that some anime productions would involve the Japanese cast recording lines
after the animations are done. However I just find it hard to believe that the Japanese would do the animations first just so it can be harder on the seiyu to act their lines and limit their freedom in acting.
