So wait, when she says her mom and father are both men does she mean theyre together? or theyre the same person?

The anime suggests that she has two parents and the manga makes it seem like it's the same person.

I'm confused

If I remember correctly, in the manga they're the same person. The man adopts her as his daughter and trains her to be an assassin. I don't recall what happened to her original parents though.
MAL: A community where everyone acts like every anime is bad, but rates everything a 7 or above.

Ah okay that's what I thought. 'Cus her mal info says "her parents are gay"

The manga didn't specifically mention it was a single person even though in her flashback there was only one man.

Well, if anyone wants a translation of what the Japanese Wikipedia provides for Inukai, I've included a rough version below. Take note that Akuma no Riddle actually has had three script readings (with male casts), so there's also material from that. However, as I don't have the raws for the manga, I don't know if the information below is from the manga or the readings, but it's likely the latter.

In any case, the biography only adds a TINY bit of more detail into her past, so it's not too much of a big deal.

P.S. Fun fact: Namikawa Daisuke dubbed Inukai for the first and third reading while Suwabe Junichi did the second one.
