1. Japan care more about character driven story that plot driven story it's why they have so much CGDCT.
2. What sells sell and ecchi selling a lot especially back then because now we got rarely we able to produce other shows because they made enough for it.
3. Your post would have made more sense between 2002-2019 as now we are lucky if we get a 2 Ecchi in the same year (and real Ecchi not the fake one that come out since the last few years) which makes me think that you are either a troll or a purist.
