There's no violence, profanity, or sexual content in K-On, I don't understand why on Earth its considered inappropriate for kids under 13? Are we just rating everything that isn't really obviously made just for kids as PG-13? Cause otherwise I don't see any reason why its not G or PG.

There's that one episode where they hang out in the hot tub and that means there's boobies somewhere in the water, thus it's inappropriate. I guess.

Maybe it's the short skirts? Probably isn't, but it's the only thing I can think of, I don't think I'd have a problem showing that show to an 8 year old so this is kinda baffling

I don't think so. Pokemon is rated PG and its got Skyla, who's dressed like this.

Pokemon is aimed at kids and there is generally nothing wrong with slightly revealing clothing as long as it is not portrayed in an explicit sexual manner. Kids aren't going to look at Skyla and think: "hey, that's revealing," only teenagers/adults would.

K-On in general has many implicit sexual themes, such as the skirt flips and bath scenes. Therefore, it should be rated PG-13.

You're basically saying, its aimed at kids so its more okay to show a character in revealing clothing?

I'm pretty sure the same could be same of K-On! If the "sexual themes" are so hidden that most adults don't really notice them, then I doubt kids would either. I mean they are wearing miniskirts but its not really focused on the way it is in most animes.

I mean, we're basically arguing right now, about whether there's anything that could even be perceived as extremely mild sexual content and even that is debatable. PG films are still allowed to have mild levels of crude or hidden sexual content. PG-13 only really applies when the sexual content is obvious but still pretty tame/tasteful.

Maybe it has something to do with Sawako's interest in Mio, specially during the onsen scene where she says she can set Mio and Azusa apart from the size of their breasts and being inferred she goes up to get a feel for them. I might be wrong or misremembering though.

I haven't gotten to that part yet, but so far I'm close to finishing the first season now and haven't seen anything that couldn't be put in a PG rated show. That includes the scene you're talking about if it does come up. PG-13 indicates that there's actual sexual dialogue or scenes that display moderate amounts of sexuality. Citrus is PG-13 for example and it has multiple french kisses in every episode, several scenes where characters attempt to have sex with one another, a few scenes where the girls are naked and you can see their butts and most of their boobs, along with clear conversations about sex and even prostitution. Citrus definitely feels like a PG-13 anime, but to me it seems very odd to have Citrus and K-on essentially considered to be in the same category when they seem worlds apart in terms of content to me.

The original Planet of the Apes has male nudity and it's rated G or PG.. Plus lots of violence. So there is that.

Probably because it has multiple scenes where they talk about panty shots, a boob grabbing scene, and a scene where the sensei tries to strip Mio, and it's played off like a rape joke, because we can't go a single anime without pointlessl shoving those in, can we?

But the difference is, innuendoes in PG/G rated films are subtle and most of the times fly right over the heads of children. Jokes in anime on the other hand are really in your face and obvious as hell, especially with the tsukkomi character making sure you understood the joke by explaining it to you.

K-On! is rated PG on Netflix and TV-14 on HiDive (Though it is tagged as "kids and family").
The subs on HiDive would have things that would considered "mild language" (I think they translated "Mouuu!" to "Damn" or something like that), Sawako drinks beer in the Christmas OVA I remember, and the many of the Sawako related jokes are kind of yabai. These prevent it from being rated G (idk if Mio whacking Ritsu could prevent it from being rated G despite it being pretty non-offensive, though idk if I want my kid whacking people after watching K-On). However it seems to me PG-13 / TV-14 is a super wide category of content and should be broken up due to the range of content. After all if I were a parent I don't want to be like "Hey this film is rated the same as the Avengers my kid can handle this" and realize its just a fanservice fest that technically can't be rated R since there isn't "explicit sex" in there.

Because k-on! is made for adults. There's a lot more to a CGDCT-moe anime than just cute girls doing cute things and I doubt kids even have much understanding to process it.

In season 2 episode 12 Sawachan mentions she drank all night and is hungover. This might be the reason but it’s still a stretch to revive the pg-13 rating.
