1. Lack of creative freedom

How much freedom did you feel you were given with the Psycho-Pass universe by I.G. or Gen Urobuchi for Psycho-Pass 2?

Well, the work itself is a world without freedom, anyway. (laughs) I was offered the idea of just barely expanding the world, therefore being able to just barely create a sequel. I had both the scenario for the TV series and the film, so it was all about filling in the blanks.


2. Production was extremely rushed

But there really wasn't much time at all, so I was even rewriting scripts during voice recording sessions. It was kind of a crazy way of making scripts. If I say that the experience I had was fun, I think the staff would say something along the lines of, “Don't mess with us! Why were you having fun!?” I think the feeling of strain in the process was conveyed in the work. I didn't have any leeway. There were lots of scenes where the characters played around in the first season, but we couldn't put that kind of thing in the second season. That was a little bit disappointing.


3. Ubukata was heavily constrained by the movie's plot.

Yes, I knew the contents of the film. I had to work in a way that wouldn't contradict its contents. I'm happy that Shimotsuki fit well into the movie. If she had gotten along well with Akane in Psycho-Pass 2, it wouldn't connect to the film. That was my biggest relief.


BAM. There you go: that's why Shimotsuki is such a bitch who never develops: because it would contradict how she acts in the movie.

I don't think the 2nd season was even bad but the rushed production was definitely felt. Other than Akane and Mika, other characters got next to zero development.

I disagree with your idea that Mika does not develop. She does, but just not in a "positive" way. Her change from earnest, by-the-book naive newbie to a knowing and complicit dog of Sibyl is pretty clear.
In the movie, Mika also snorts at Akane's shock in relation to Sibyls actions/ motives.

Although it was not stated in the interview, fitting in with the movie is not the only reason why Mika is an asshole. It links in with her history from Season 1. Her closest friend was savagely butchered by a criminal, and she was brought up in an archaic ladies academy which no doubt instilled the importance of conforming to authority, hence her suitability of being appointed (the youngest ever) inspector.
