Well, it is not really a new characters if you read the manga...
But overall, I think the OVA is good enough even though it is anime-original story. If only it is a little bit longer or more than one episode...

Did anyone notice that Kaoru use Force of Absolution alone, without booster and other espers (e.g Shiho, Aoi)? I thought she need them to use it...

the OVA itself was too rushed imo though. Nothing like the pace of the plot development of the original series. But with only 25 minutes and lots of new characters to introduce I think they did a pretty good job..

Omg. Did you guys watch the OVA? If the advertising in the middle is real if they sell over 20,000 copies of the OVA there's a possibility of a 2nd season!!!!

A basic TokyoTosho search should get you the torrent. There hasn't been a fansub yet, but it's not too hard to comprehend.
