His ability is fully shown in chapter 114. It is originally hinted to be something that is able to kill someone with one touch as shown in chapter 42. This ability is not restricted to skin-to-skin contact, as when he was grabbed by a government agent who had gloves, the agent was killed by Fyodor's ability. This ability was revealed to be a fake set up by Dostoevsky. His real ability is shown in chapter 114, where he is able to take over the body of a person who kills him, transforming him into Dostoevsky and killing his killer in the process.
He is the Head of the Underground Organization "Rats in the House of the Dead."
He is a part of the organization "Decay of Angels."
His ability is revealed to allow him to take control of the bodies of those who kill him and transform them into himself, killing the assailant in the process. This ability can be used remotely and isn't limited to being killed by abilities as shown in it's first appearance.
He is most likely over 500 years old as he is seen with Bram in chapter 113.
