Idk, I think there's a fair amount, although a lot of them have some sci-fi twist or setting. Patlabor, GITS, Psycho-Pass, Armitage III, Cyber City Oedo, AD Police, Appleseed, Parasite Dolls, Techno Police, Dominion Tank Police, Mad Bull 34, Top Secret, B: The Beginning for example.
You're Under Arrest is one of the only ones I know in a realistic setting. There's also Yakushiji Ryouko no Kaiki Jikenbo, but it has some supernatural elements involved.
