Both are historical anime that remakes the story of Nobunaga. While Tono to Issho is comedy and more of a parody, Nobunaga Concerto is more shounen with romance elements.

Chances are that if you enjoyed Oda Cinnamon Nobunaga, you enjoy Sengoku Era history (and humor!). Tono to Issho is full of funny jokes about your favorite warlords, and the small size of the shorts makes for easy watching.

Both are comedies that parody famous samurai generals (only Nobunaga in case of Joshikousei Nobunaga-chan). While Tono to Issho: Ippunkan Gekijou is more historical, Joshikousei Nobunaga-chan is more ecchi. Both have short episodes.
