Both literally revolve around a bunch of girls becoming a type of subordinate to some guy through a kiss. Lots of fan service and magical type fighting in both. Crazy outfits and hot girls... need I say more?

In Sekirei, lots of big boobed girls all gather around one guy and must make physical contact in order to use their hidden strengths, just like in Hyakka Ryouran where the main character has to kiss a female to transform them into a master samurai.
As you can tell, this is almost exactly like Sekirei. There is also a lot of sword action in Hyakka Ryouran as you can tell by the name "Samurai Girls".
Both anime so far include extremely powerful female protagonists whose powers can only be rivaled by a small amount of people. However, it seems that both main female protagonists also have alternate personalities where they lose their memory of being power beings and as a result become weak and dependent on the male protagonists of both animes.
Also, guys, both anime are ecchi types.
Although the stories are nothing alike, the main character in each are almost identical.
-In Elfen Lied, the two forms of the main character are Nyu and Lucy. While Nyu seems like an innocent pet, Lucy is violent and sometimes insane.
-In Hyakka Ryouran, the two forms of the main character keep the same name yet their personalities differ. Yet again, there is the innocent form of Juubei while her other form can be violent and unforgiving.

Both of these animes are ecchi/harem animes (and if you were to read the Rosario manga, it would also become a very serious battle manga). They both have a male who gets surround by stronger female characters, and both mostly focus on their relationships with that male instead of the given plot. There is a good amount of fan service in both, although Rosario's is less explicit. The main female protagonists are very similar also, all the way down to them having split-personality transformations. Rosario is a bit longer, so if you enjoyed Samurai Girls, you'll have even more time to enjoy Rosario + Vampire. After watching the first episode of the ass'n'tit fest that is Hyakka Ryouran, the first thing I thought was Tenjou Tenge & Ikkitousen(with Ikki already being recommended)

Both have a lot of fan-service, low brain in story-plot and tons of mediocre comic-gags. With both of them being fresh series, it remains to be seen if they stay on to be decent ecchi, "watch once - then amnesia - rating 7" types or improve though samurai girls has better art animation.
What makes it similar is that; both male characters have female warriors who go berserk when something happens to their masters,both male characters never expect to have them (female warriors) in the first place, both female warrior shared a kiss with their masters. And, as in any encchi thing, there are a couple of panty shots.
