The OVA market dried up as straight to video releases became a thing of the past, which is unfortunate because a lot of interesting and unique anime were released in this format. The point of the list is to feature worthwhile OVAs that are more than just fanservice or shoddy extras for TV series. Locomotion was a subscription television channel that broadcast various genres of adult animation 24 hours a day.

Its administrative headquarters and its broadcast center were located in Miami (United States) and, since mid-2003, the broadcast center was moved to Buenos Aires (Argentina).

What stood out the most from the programming was the massive inclusion of uncensored anime, several of these broadcast in the original language with subtitles for the first time in Latin America.

The channel was a space for the counterculture and the alternative young adult public of the time.
