Both are parodies. Both anime's central themes have to do with feuds between two schools - in Kabamaru, those schools being literal while in Juubee-chan being schools of swordfighting. Both are about ninjutsu and ninja. The difference is that Kabamaru is stellar comedy that doesn't grow old and Juubee-chan unfortunately mediocre in terms of comedic effect, however the latter does feel refreshing with its old-school innocence and carefree spirit.
Humor from misunderstandings, bizarre fluctuations of physics, and cheesy character coloring? Fun characters despite the inability to take anyone (or anything) seriously for too long? Occasional doses of silly action and sweet hearty moments? 20 year difference and a sense of plot/conclusion notwithstanding, the laugh ratio is equally high for both.
Martial arts comedy where a boy martial artist (Ranma practices an anything-goes style, while Kabamaru is a ninja descended from the Iga) is invited to live with a new family thanks to a parent/grandparent, but the new family's daughter/granddaughter doesn't get along with him.
Both are very funny/hilarious animes.
There is fighting in igano kabamaru, though it is not as epic as history strongest disciple kenichi.
They fight for the one they love or like. I would definitely recommend both these animes if you're looking for something to watch.
