Synopsis

Due to the incredible success of the Sibyl System, Japan has begun exporting the technology to other countries with the hope that it will one day be used all around the world. In order to test its effectiveness in a foreign location, the war-torn state of the South East Asian Union (SEAUn) decides to implement the system, hoping to bring peace and stability to the town of Shambala Float and keep the population in check.

However, a group of anti-Sibyl terrorists arrive in Japan, and the Ministry of Welfare's Public Safety Bureau discovers significant evidence that the invaders are being aided by Shinya Kougami, a former Enforcer who went rogue. Because of their past relationship, Akane Tsunemori is sent to SEAUn to bring him back, but with their last meeting years in the past, their reunion might not go quite as planned.

One major problem for non Japanese speakers is that the English subtitles are assigned to specific characters instead of specific languages. So when Akane or Shinya speak "Engrish" you get English subtitles, but when one of the non Japanese characters like Nicholas or Desmond speak Japanese you don't get any subtitles. Because of this I never really understood the motivation of these characters or the lengthy exposition that they gave in Japanese, Desmond was also difficult to understand when he was speaking "Engrish". In the end I didn't feel that I had missed to much that was very important but I would have much preferred ...

Mixed Feelings
In one word: meh. If I said that season 2 was disappointing because it was just like watching a rerun, this one is disappointing because it's nothing like the original Psycho-Pass. It's more like your standard American action movie, they just need to add Bruce Willis to the voice cast for perfection.

The movie explains that Japan is the only functioning country in the world, due to the Sybil system, and the rest of the world is just one big warzone with no functioning governments. This is a generic American-styled action movie of the Michael Bay type, but with Urobuchi returning as the writer, so we get a few quotes from a book or two, and MAYBE a little bit of political subtext. Thanks for the enlightenment, man. The choice bits this time include name dropping a Proust book that a terrorist is reading—because there's no better encouragement to bust your gut with a bomb than to read turgid old French lit about irrelevancies—of which this entire film consists of; the other stuff Urobuchi was reading at the time was post-colonial literature—definitely not my thing, but it's pretty apt for ...
