As the synopsis says, this is an OVA adaptation of a popular mobile app in which you create your own moe characters. How did they manage to adapt an anime story to reflect this? I'll tell you. A company on the cutting-edge of technology is preparing to release their latest service: a mobile app that can literally, physically recommend and change your outfit. Sound fun? Each purchase of the app will provide the user with their own personal mairoid (a moe-android). I suppose the consumers would then use the app to change the clothing of their mairoids?

The OVA follows two girls, hired as idols by the same company for their moe-affinity. One is your typical 'genki-girl' the other is your typical tsundere. As they go about their day, they inadvertently undergo a series of tests involving the new clothes-changing app.

Moe Can Change! is a short, but fun little episode with cute characters wearing many cute outfits. The characters are pretty and the animation is on par. The story is bare bones, but supported well enough in the allotted time frame. If you're looking for a deep, intellectual watch, look elsewhere. Otherwise, know what you're getting into: a short, fun slice of moe blob. For a 20 minute game adaptation, I thought the project was excellently executed. [7/10]

TLDR: It's a show about moe. Watch it if you like moe.
