I'm not asking you to revere this episode for its plot and character progression, but I'm asking you to just enjoy it for its comedic value and lightheartedness, especially in the moments where the OVA satirized some anime tropes.
Besides, this is an OVA released after the ending of the first season of Mondaiji. Meaning we aren't going to get some epic fight that would pursue the plot of helping the No Name community regain its prosperity. The title even has "おんせん" (hot spring) in it so expect some light comedy and fan service.
The primary point of this episode is to show that life moves on (in the event that a second season wouldn't be created) and it has successfully done so in my eyes.
