They are completely different in terms of atmosphere, but there are some interesting similarities: Episodic plot focus, Both take place mostly in a huge city and most importantly, both have lots of characters with unique supernatural abilities.

Both are action conspiracy anime involving all sorts of people with supernatural powers, and feature various groups with people of all shades of morality fighting each other. Some are good, some are bad and a few are completely, irredeemably evil. In particular, Hei can be described as Accelerator with Mikoto Misaka's powers, albeit a lot more stoic and nowhere near as crazy.
In my opinion, "A Certain Magical Index" is a lot better, as it has more fleshed-out characters, a faster pace and is nowhere near as depressing. That said, "Darker than Black" is definitely worth watching too, especially if darker stories are more your thing.
