I think in most countries in Europe they teach English, it's an abligatory class and your grade can't be too low else you'll fail the year.
That's why most Westerners will have a medium to high level mastering of the English language.
They teach it here yeah. They started giving me English classes in seventh grade I think. So that's about 6 years ago, when I was 10. They also teach French, German.. And sometimes some other languages like Spanish, Latin and some Asian languages. But those are uncommon.
