I guess you never readed Baccano light novels then.
They put Tokyo Ghoul character development to shame instead.
Read the original material before writing down something like this on a review (you would not want everyone to say that Tokyo Ghoul is shit just because the anime is a bad adaptation, for example).
Anyway, it is not even Baccano! 's case (the adaptation was really enjoyable), but I'm just using it as an example for my argument above.
