Black Rock Shooter was originally a song made by a guy named ryo and sung by Hatsune Miku. The girl in the song was designed by huke and she is not Miku. The song itself became really popular after it was released. As far as the character goes, I think it was because of the PVC figure that she got so popular plus the fan art that has been circling around on Pixiv.
The anime has not aired yet, but they plan to release it on June 24th! Right now a manga doesn't exist, but I'll bet there will be one soon. The pictures you speak of either came from the artbooks the huke has released, or from Pixiv (Japanese version of DeviantArt.)
The character herself has become really popular probably because of the figure but also all the fan art around. If there's anything else you'd like to ask, feel free to do so!
