if your grades are lacking, focus there... this is not so important.
as for a ruler... you could make an image that had a mouseover showing the cursor position (Cursor.Position)... if over the background preview, show x,y as tooltip where x,y is calculated by taking that x,y minus the preview image's corner x,y.
It's possible to do image overlays and such in .NET for a preview and then use the images' x,y positions directly to calculate it, but I'm not sure exactly how to accomplish it. Designing drap and drop will probably be difficult though.
If I were to write this as a program it would probably be more in the form of a wizard... where the settings are presented one screen at a time and explained. I still think a web-based interface is the best way though, since I'm pretty sure it would be easier to do in javascript + php.

I did see that you added a slash at the beginning of the $cachedpath... remove that.
...though I doubt that will fix your problem. If you link me to the uploaded version, I can grab the files and maybe test it for you.
