I didn't either. The conclusion I made was based on the anime.
The characters didn't go out and say it, but the plot explains it.

Felt I should point this out.
The same sex relationships in Shinsekai Yori did have a purpose. One, it was to prevent any and all teenage pregnancies. Every child has to be accounted for and watched over closely. This is to make sure that they grow up as healthy Cantus users with no possibility of becoming Karma Demons or worse, Fiends. It was shown later what could happen when you have two teenagers (Maria and Mamoru) making a baby outside the watch of the village.
They can't stop teenagers hormones though. So the higher ups 'brainwash' them into finding the same sex physically attractive. Same way they brainwashed Saki and the others into forgetting who Shun was.
Maybe the kissing scenes weren't absolutely necessary, but they certainly made sense in the grand scheme of things. There were actual sex scenes in the manga and novel.
