Eh I suppose it should be closer to a 2 or a 3. It's starting concept is cool with the protagonist being the villain, but it quickly got repetitive with the same game of cat and mouse for the vast majority of the series, but then when it finally did develop it somehow got even worse. I think it would have been ok if it was like a 12 or so episode series, but the pacing was horrid for a 37 episode series with such little actual content, and the characters weren't even close to being interesting enough to support that pacing.
