The girlyness is more a part of the setting than the actual content, and it quickly fades away in the drama. It's also more centered around themes and symbolism and is obviously less realistic than dramas like RoV.
But I'd definitely recommend it. I haven't seen much shoujo, but Utena certainly doesn't feel like what I'd expect from a typical shoujo drama.

The setting was also surprisingly historically accurate. Other than Oscar herself, there were only a couple of rewritings, like when that one scheming bitch died in a fire.
Now I wonder where the series will go from here. (Though its kinda obvious at ep. 88)
