Well, I do think that 00 was dramatic enough, but the constant fail logic took away from any potential epicness it might have had. I agree that many of the characters weren't developed enough to be meaningful, among them Saji and Louise -- it's just something that comes with having so many of them, but I had at least expected the four pilots to be more interesting than they ended up being. Allelujah and Tieria were so neglected in fact that I'd debate their status as "main characters" in the first season at all (Allelujah gets even more shafted in the second season, though Tieria's role expands).
The second season expands some of the characters (Saji and Louise), but a good many of the other secondary characters remain mostly useless and pointless and the backbone of the series in general kind of falls apart. If you didn't like the first season, then you definitely won't like the second season because it's worse.
