It doesn't come right out and say it but you can infer what happened.
One, she changed her family name from Ueno to Takei, which means something must have happened with her dad. Most likely, her dad died or her parents got divorced. The Japanese are even more touchy about family / clan so it must have been a fairly serious problem.
Two, whatever family drama happened, it happened at the time of the middle school tournament and it was serious enough that Hisa was pulled from it.
Three, Hisa had been expected to go to Kazekoshi but didn't because of financial issues. In other words, she originally had the money but after the family drama, she didn't. This fits in with the inference that something happened to her father and thus, whatever salary her father had made is now lost (i.e. either her mom remarried and the new father does not make as much or her mom didn't remarry and it went from a two breadwinner household to one).
BTW, we know that it's something that happened to her dad because if it had happened to her mom, her family name would not have changed.
