The story is set in 1949 and follows Japanese-American comic book artist Kevin Yamagata as he draws the popular detective series "Billy Bat" for "Marble Comics." When he learns he may have unconsciously copied the character from an image he saw while serving in occupied Japan, he returns to Japan to get permission to use Billy Bat from its original creator. Upon arriving there, however, he becomes embroiled in a web of murder, cover-ups, and prophecy that all leads back to Billy Bat.

It is soon evident, however, that the truth of Billy Bat's nature is far larger than Kevin could ever guess, spanning millennia and across the world.

Her track record has been solid, but when a new threat appears online, it starts making all the headlines. A man who goes by Shinbunshi, because of the newspaper mask he wears, begins acting as a vigilante of justice. His message is simple: he can see what is wrong with society right now and although he doesn't have the power to change it, he can help the frustrated citizens release their pent up anger from the crimes that go unpunished like people treating others like trash, corrupt government pushing their weight around and other issues the typical person has no control over. Although it starts relatively harmless, it quickly snowballs out of control thanks to the power of social media and the Shinbunshi becomes an overnight internet sensation with the severity of the crimes exponentially increasing.

The typical Kochikame plot involves Ryo-san coming up with a money-making scheme by inventing a new gadget or capitalizing on a fad, achieving great success, calling on Nakagawa's help as things turn sour, and finally losing it all as the fad runs out of steam or out of control. While the plots are gag-driven, much of the humor comes from the juxtaposition of mundane characters with the bizarrely incongruous (Nakagawa's wealth, Maria's appeal, everyone's lack of actual police work), most of which is never explained or rationalized in the slightest.

The AD Police are an elite group of highly trained and specially equipped police officers who have been formed to deal with terrorist activities and Boomer robot crimes in the city of Megatokyo. They are more heavily armed and equipped (including power armors like the K-11 and K-12) for a normal police force, but too lightly for a military organization.

The AD Police are offered a great deal of leeway in their activities, often blockading large sections of the city and causing great amounts of property damage in the course of fulfilling their duty. Despite their dedication to their jobs, however, the citizens of Megatokyo tend to dislike and distrust members of the AD Police, seeing them as corrupt and ineffectual.
