The adv translation stinks-Tokyopop's version is better(-they also got the sex of the characters correct!). Kantarou is a college graduate, the winged Haruka & Sugino are tengu, Youko is a foxspirit, Muu is ???. The manga is much more complex than the anime & characters are better developed & much more interesting. Kantarou is a devious tough little guy- you're never sure what he'll do next (other than try to avoid real work). Haruka is very complex- emotionally damaged, prone to temper tatrums (he's hard on things like cars, buildings, etc) but rather shy & uncertain of himself. It's interesting to watch him read more

Superficially, they're highly similar - both revolve around Japanese religion as well as exorcism/demons/youkai. The art in Tactics is much more modern than that of Tokyo Babylon (considering it's about ten years newer than Tokyo Babylon) but both feature pretty boys/men in an ... ambiguous relationship.
Under the surface, both also focus on the idea of 'westernization' - the decline of traditional Japanese culture as it is replaced by Western norms and values. tactics does this through it's setting - the Taishou era (think early twentieth century) while Tokyo Babylon achieves it through it's plot, and periodical reflections by the characters.
Both are fairly episodic, although the characters do develop and mature as the volume count goes up.
