One of Togashi's earlier works, breaking from his more well known shonen style, Tende Shouwaru Cupid feels like Yu Yu Hakusho's romance meets Urusei Yatsura's ecchi demon/sci-fi craziness. While you might think that is a recipe for success, the sadly mediocre designs and movement communication in early Togashi style do not lead nearly as well as Rumiko's style.
While I understand ecchi is a fairly established genre, I have never been a fan of mixing hentai and more serious plotlines. While series like Food Wars use it as a sort of side piece, and something like Kekkou Kamen uses ecchi to make an artistic point,

Togashi clearly just wants to draw some porn, which makes sense considering he has delved into that realm with his doujins. This attempt to sort of fuse those formats doesn't work well, and falls pretty flat.
Another flaw is that unlike Urusei Yatsura which has pretty insane designs, even by today's standards, the characters here don't really stand out, or feel very distinct, and almost act like background characters. A series like Rosario Vampire definitely relies more on the ecchi side of things, but the characters have unique, and interesting designs/personalities that make you care about them and want to learn more, contrary to the characters in this manga.
