These manga have many similarities.
Both started their serialization in the 90’s.
Both have action, drama, tragedy, lots of bishounen, a bit of comedy to lighten up the mood, and can be quite psychological, even though Get Backers has more shounen elements and is less serious than X (and no offence, but Rando Ayamine’s art can’t be compared with X’s artistic perfection).
They also have several themes in common, such as granting wishes, fighting with ex-friends, protecting the loved ones, world destruction.
In both there are 2 opposite factions that fight against each other.
Both manga are about people who have supernatural powers (such as controlling electricity, just to name one).
In both there’s an ensemble cast of characters, and above all, some of them are very similar, and many, if not all of them have a tragic past and/or are orphans: there’s the innocent, quiet schoolgirl (Kotori/Natsumi), the cheerful guy (Sorata/Ginji), the computer freak (Satsuki/Makubex), the killer in a business suit (Seishiro/Akabane), the busty beauty (Karen & Kanoe/Heaven), the man who is telepathically connected to animals (Kusanagi/Shido), the blind girl (Hinoto/Madoka), the calm, blonde, and seemingly careless man (Yuto/Kagami), the absolutely amazingly gorgeous guy (Subaru/Kazuki), etc.
Also, in both the ones who usually looked after the characters were not their parents, but their grandparents.

The two series are about a group that have special powers, and take on villains like the mobsters and that thing.A group that also have mission,in GB is to take back objects and in CB is to fight off the criminals.
Also Akimine Kamijyo and Yuya Aoki are friends in real life, there was a one-shot whem the Samurai Deeper Kyo and GB crew thry to retrive Plue from Rave Master to Mr.Mashima(Hiro Mashima),just a example of their friendship.

Both series are about freelancers who try to make a living fighting crime, while barely managing to avoid the law themselves. Also the characters have superpowers: Natsuki and Ginji have electrical attacks, Ban has the "evil eye", and Sakura flies and stuff. Hyper Police is a more fantasy setting with more comedy and ecchi, while Getbackers plays up the drama. Still, I think it's a good recommendation.

These two series can be considered "brother" series. They were both serialized around the same time, both ended around the same time and therefore had nearly the same number of volumes. Both series have similar artwork and deal with a group of strong fighters with unique abilities dealing with the nightmares of their past. Getbackers is slightly less serious than SDK.

Both with the same author and involving characters with special abilities or 'powers' working together.
