If you can consider coutries actually siblings, anyway.

I wanted to suggest Liechtenstein and Switzerland too.
Who cares that they are not (blood) related.
If one of the children is adopted for ex, they are also not (blood) related,
but are still siblings.
And Liechtenstein even calles Switzerland "big brother".
