Notice the gap between the first and second season, when you have something who sell well you won't sell it all at once, you'll sell one part, wait for people to talk about it to their friends, sell another part and have even more people talk about it and it goes on until they run out of materiel, it's only strategy marketing. Problem is that some people want to see it as fast as possible, well while I do understand the feeling behind this I can say that it's not the best way for us and for the producer, making an anime takes time and i'm not only talking about the animation part, you have to make the script and to adapt the story from one support to another (which is not as simple as it sound), in some case you even have to wait for the novel/manga to end if you don't want to do an anime original. I won't even talk over the rest of the development which isn't over after these few step. After that you have to raise funds (like makings OVA), take reservation for TV slot month beforehand (sometime even years, yes a TV slot on some anime TV chain is kinda wanted especially in the hours where people are the most on watching their TV). A studio don't go ''Oh yeah that sound good let's animate this X thing'' or ''Well a show gave us ton of money, let's produce the rest right away'' Lot's of research are made, they take notice of some surveys as well and they even tough a series as been succesfull it don't mean that the sequel will, especially if they plan to invest more on this said serie because it was indeed sucessfull as a first season.
