1- erect penis: likely Lolita Anime, but I will perform some additional research into the more obscure "erotic" pictures predating hentai (Belladonna among them). Yasuji no Pornorama is also a possible candidate. The more well-known pre-hentai erotic flicks like Cleopatra and Thousand and one Nights do not have a depiction that I recall. 2- Transforming magical girl- You're likely right on this point. Going to review it. 3- tetsujin 28: I've actually been waiting to have a discussion with some robot/mecha fan experts about the subject. Like with many things, English audiences sometimes differentiate things that the Japanese do not. success! lolita anime episode one contains penis. It's interesting that it would take until 1991 till the next penis. Did the authorities immediately crack down on hentai ? I'd hazard a guess that it would be for the same reason the uncensored versions of things like La Blue Girl have a "half-drawn" penis. :p Though I'm not sure about the part of no more penises showing up until 1992, I imagine a lot of artists preferred to think up creative camera angles since any attempt to draw one would be covered-up anyway. You can see remnants of that even with more modern stuff. My recollection of Boku no Sexual Harassment--for example--is that there is never an actual penis on screen either. Shaded nether regions and euphemisms abound instead. Incidentally, pending further review added the portion on penises. Lol.
