I believe Trigger was established by some employees from Gainax after they left and Inferno Cop was basically a test project. In all seriousness it's a pretty terrible anime, but keep in mind it is merely was a test project. Personally, aside from the animation, I found it to be a comedic short series.

Obviously Kill la Kill isn't better, it's just a dream Inferno Cop is having.
