The 9 month gap in between them is because they're bundled with the manga books. Which is 6-7 chapters(1 every month) and then a couple more months waiting for the collected book version to be released(which the initial release copies are the only ones that get the OVA/manga bundle). |

I think that it's because of their low budget as a lot of times they made only the numbers of copies as there was preorderd ones and preordering was the only way of getting it.
