Sort of. you know who likes who and who is with who. But there isn't much development in Lagann.

Can't call the it little when it played a big part for a large chunk of the show. And there is unrequited love with Simon and Yoko which effected a large part of the show as well. The romance in this show was hugely emotional for Simon. I actually felt bad for him for all his romantic problems.

Its pretty damn heavily romance oriented once Nia comes into the picture, which is about 1/4 into the series. Its not shoujo drama but its definitely definitely romance, quite similar to Eureka and Renton actually.

Before that though, it doesn't really have much. There's some slight hints between Yoko and Kamina, with their occasional bickering and all but there's not really much between those two until the night before that fateful day. Simon had a crush on Yoko but that's not really romance and you don't even really know about it until, again, the night before that fateful day.
