For 24 minute anime

I use this setting

Program I use - Xvid4PSP5 beta

Setting

Video Bitrate - 192 3-PASS extreme
Audio - 128 avc
resolution 378*272

It take about 20 minute for me. = =

with the size of 55MB

I think it's still better than PSP video 9
Same quality and time, but half the file size

I personally use "winavi mp4 converter". It's the best I've tried until now. A 170mb can be converted between 65-175 mb (of course I make it either 65mb or 80mb at most). It's made with presets but you can't make your own setting but belive me.. that's all you need. I usually make my files about 80mb and takes about 5min to make it. The downside is that I keep having problems converting .mkv files. Some don't take the subtitle unless it's an external subtitle and I have to demux it and then convert it.
Anyway this is the one I'm talking about

I rather use pspvideo 9, it can easily search your PSP to make the transfer very easy and the quality of the video is the best

PSPVideo9 is better. Originally, I used the Max Media Manager that I bought which comes with the psp usb cables for like 20 bucks. I noticed that each anime episode in psp format is around 140mb. However, the result of using PSPVideo9 shows the file as 90mb. It saves space a lot and the quality is the same. Sweet!! (^-^)

For Linux users, I found a script that seems to convert pretty well, and converts mkvs with subtitles too. You will need mencoder.
Create a file with the contents of

and set the permissions to executable.
You can execute it by ./<nameofthefile> <input video> <output mp4>
