Just read through Noblesse up to where it's currently at and I love Cadis Etrama di Raizel character and how you at first dont know what he is only that he seems much more powerful than anyone else (ridiculously so).. I also like that's he's a very old(almost forgotten), respected person in an organisation of sorts.

Are there any other characters like this? preferably in a manga with a story that's overall good and mysterious

The ghosts and most specifically the one with the scythe in 07-Ghost remind me a bit of him, but the main one has quite a different personality when he is concealing himself.
Similarities:
Both are somewhat forgotten or have little actually known about them aside from legend.
Both have ridiculous power that goes beyond that of others similar to them.
There both wise even though sometimes they are dumb(Rai was asleep for a while and the ghost guy is a perverted priest).
Both pay an extreme price for their power.

It may take a little while in 07-Ghost since he isn't the main character, but after a little while he will be in every chapter. Their is also an anime that follows manga well up to a certain point where it ends.

I have been looking for a character like raizel for a while but I have yet to find anyone really.

Yea to be completely honest I didn't enjoy the anime either until near the end when it got a bit darker. The manga is much better, but its monthly =/. Sorry I couldn't help anymore than that, Rai is just a very unique character.
