After all, in any civilised society, the authorities would need to have a court warrant in order to go to the length of making a case against someone, and that's a long and expensive road that is best walked when there is no doubt. The real problem when it comes to abuse and molestation cases is where retarded technicalities like the one we hear about from the US from time to time in which teenagers possessing pornographic images of each other gets charged with a offence.
